First, take the case of the Chinese immigrants who make up the biggest foreigners’ group in the country. As recently as the early 1970’s, the Chinese living in Korea numbered over 120,000, which has dwindled to around 22,000, only one-sixth the total of 30 years ago. They began to leave the country when the Seoul government introduced various discriminatory regulations which made their life in Korea more and more difficult. Considering the realities the Chinese are faced with, it is simply impossible to call Seoul an international city. Among the metropolises around the world with a population of more than 5 million, Seoul is the only one without a Chinatown.
